कल्पना कीजिए किसी ने आपकी जमीन पर कब्जा कर लिया। आपके पास सारे कागज हैं, सारे सबूत हैं। कानून आपके साथ है। आप अदालत जाते हैं और 20 साल बाद आप मुकदमा जीत जाते हैं। बधाई हो। आपको न्याय मिल गया। लेकिन क्या सचमुच मिल गया? 20 साल आपने वकीलों को पैसे दिए, अदालतों के चक्कर काटे, बच्चे बड़े हो गए, माता-पिता बूढ़े हो गए, जिंदगी आगे निकल गई। और आखिर में अदालत ने सिर्फ इतना बताया कि आप शुरू से ही सही थे।
क्या यह जीत है या उस सच की सरकारी मोहर जो आप पहले से जानते थे। हम सुनते आए हैं न्याय में देरी न्याय से इंकार है। लेकिन भारत की बीमारी इससे भी गहरी है। यहां न्याय मिलता तो है पर तब तक उसकी कीमत मर चुकी होती है। प्रक्रिया ही सजा बन जाती है। जरा सोचिए 10 लाख वापस पाने में 15 लाख खर्च हो जाए तो क्या आप जीते?

तो हम न्याय व्यवस्था से यह सब क्यों स्वीकार कर रहे हैं? क्योंकि न्याय की भी एक एक्सपायरी डेट होती है और जब वह तारीख निकल जाती है तो सही फैसला भी खोखली जीत बन जाता है। भारत को सिर्फ ज्यादा फैसले नहीं चाहिए। भारत को समय पर फैसले चाहिए। ऐसा न्याय जो नागरिक के जीवन काल में पहुंचे क्योंकि न्याय व्यवस्था का मकसद विजेता बनाना है। थके हुए जिंदा बचे लोग नहीं।
