Police reform in India and the transfer button
In this Hindi video, Vinay Pasricha starts with a simple question: when trouble strikes, the first call goes to the police, but how many Indians can walk into a police station without fear? For crores of people, he says, the thana is a place of fear rather than safety. The ordinary citizen never meets a judge or a minister, so the police officer is the government, and too often the citizen meets scolding, humiliation and suspicion even as a victim. He insists the problem is not the constable, who works 14-hour shifts and is also a prisoner of the system. To show what is broken, he tells the story of two officers from the same city and batch. One refuses to register your FIR but never says no to a call from above, and gets the best postings. The other registers a case against a powerful man's nephew and is transferred 400 km away within 24 hours. The lesson every officer learns is to listen to the boss, not the law, because whoever controls the transfer button controls the police. He notes that the cure already exists: in 2006 the Supreme Court ordered fixed tenures for officers and transfer decisions by an independent board, yet 20 years later no state has fully implemented it. He urges viewers to ask their MLA one question, who decides police transfers in our state, and to comment "Serve, not control".
