What is a limiting factor, and why does finding the right one matter?

Chapter 3 starts from an observable claim: every system that produces output has a current limiting factor. The chapter notes that the idea goes by other names, including the Theory of Constraints, the Goldratt principle and the weakest link, and says the label matters less than the reality. In any system producing output, at least one element’s weakness disproportionately constrains the output of the whole. The book calls that element the governing limit.

The examples are deliberately ordinary. Flat sales might come from thin prospecting, weak sales training, poor pricing power or slow payment processing, and one of these matters more than the rest. A production line is limited by its slowest station, its raw materials, its shipping department or a key machine. A runner is limited by cardiovascular capacity, leg strength, running economy or mental discipline, whichever is weakest.

Getting the diagnosis wrong is expensive. If the real shortfall is prospecting and the company invests in sales training, training improves and sales stay flat. The chapter warns that organisations mistake the loudest or most visible problem for the real one: a bad employee may point to a hiring system that keeps sourcing bad employees, and a missed deadline may trace back to requirements that made on-time delivery impossible from the start.

Once the governing limit is found, improvement energy is concentrated on it instead of spread across everything. When it has been strengthened enough, output rises, and the executor looks for the next limiting factor. The chapter calls this the operational foundation of the doctrine.
